Taman Maju Bersama for a Greener Jakarta

Generasi Hijau, you must’ve figured out that big cities in Indonesia lack green open space. The massive land conversion into industrial and residential complexes have reduced open space. Consequently, it has affected community’s social life and the environment. As a result, people don’t have enough places to express themselves and socialize. To add salt to the wound, water and pollution absorption areas have dwindled as well.

This phenomenon also occurs in the capital city of Indonesia, DKI Jakarta. Green open space only occupies 9.2% of its total area. Together with Teman Taman, we try to find out what solutions the government offers to provide green open space. Currently, the local government is incessantly building Taman Maju Bersama (TMB) for residents. This is our story along one of the Taman Maju Bersama in Jakarta.

We got close to TMB by walking through Delonix Park. Before we continue the interesting story in Delonix Park, you should know what TMB is. Taman Maju Bersama is a thematic public space provided by the DKI Jakarta government based on the needs of the residents. This park is designed and managed by the community to meet the needs of green open space. Contrary to other parks, TMB accommodates the aspirations of the community in its development process by holding focus group discussions with the local community to identify their need for park facilities. In implementing this strategy, the residents can use it actively and beneficial for the community. This strategy is deemed more effective to maintain the sustainability of the park and prevent abandonment.

We met Herlina Melinda, called Della. She serves as the Head of the Green Line Section for the City Parks and Forests Office of DKI Jakarta. She described the concept of Taman Maju Bersama as one of the DKI Jakarta City Parks and Forests Service programs, to catch up on the target to build 261 TMB in 2018-2022. Currently, TMB can be found in Central Jakarta, East Jakarta, North Jakarta, West Jakarta, and South Jakarta. In its construction, apart from the community, the Parks Service also involves other institutions. “We collaborate together with the Regional Planning and Development Agency, subdistrict office (Indonesia: Kelurahan), and private contractors to build the park,” said Della.

We walked around, enjoying the beautiful ambiance. Delonix Park provides full facilities that support residents’ activities. From guard posts, prayer rooms, toilets, children’s playgrounds, outdoor fitness, to jogging tracks. Della told us that the facilities here were standard facilities. Interestingly, residents who have certain community activities can submit a request to add more facilities to support those activities.

Harmonizing Mankind and Nature

Della explained that TMB seeks more than facilitating residents with various facilities; it also has a mission to maintain environmental balance. The park is designed as an area for water and air pollution absorption. This design emphasizes the ecological aspect to prevent flooding and reduce air pollution. Therefore, this park has many soothing and beautiful green areas. This ecological concept is embodied in the blue-green network design. The blue-green network is the concept of land use as green open space and water absorption areas.

To maintain the park, the government employs park officers, who bear the responsibility to clean the garden, water and fertilize the plants, and trim the grass. The number of officers is adjusted to the size of the park. In the Delonix park, there are 7-9 park officers.

Besides the park officers who maintain the park, visitors also have the same responsibility. Visitors are required to dispose their trash in the trash can. Some visitors already have good awareness to throw garbage in its place. However, there are some visitors who litter.

Still, about waste, in Delonix Park and other TMBs the waste collected is still managed in a conventional method. Garbage is collected and transported by Environment Agency garbage trucks. Furthermore, the waste is disposed at the final processing site. It would be better if, in the future, TMB also holds a sustainable waste management system.

A Loyal Park Officer

After conversing with Della, we also talked with Suryadi, one of the Delonix Park officers. On a daily basis, Suryadi is responsible for maintaining the garden by cleaning the garden and trimming the long grass. He has been working at Delonix Park since 2021. As a park officer, Suryadi faced various challenges, such as floods and community disorder. However, he always works with pleasure and sincerity.

Suryadi feels the joy of witnessing more people coming back to the park since Covid-19 began to slope. Visitors especially crowd the park on the weekend and public holidays. Usually, visitors spend time in the park exercising, picnicking, playing, and creating social media content.

It was noon when we finished walking around Delonix Park with Della and Suryadi. We came to realize, now more than ever, that the city crucially needs green open space. Parks have an important role in supporting children’s growth and development, providing social space, entertainment facilities, and ecological functions. One unique idea from Taman Maju Bersama, everyone’s role is very valuable to enlivening the park. Such as the community, park officials like Suryadi, and the government like Della.
